This report was requested by the Auditor to identify the elements in the current City charter that have been superseded by state laws or the courts, and identify the less important elements that could be moved to the City Code. The alternate home rule charter in the report preserves the commission form of government but removes the outdated provisions and simplifies the 1913 language to shorter, more modern, equivalents.
