Suitable tight metal cans with metal covers, for holding ashes, garbage, refuse or other waste, shall be provided and maintained for every dwelling and for every apartment in apartment houses for family unit in multiple dwellings.  It shall be the duty of the occupant of every dwelling to keep the cans used by him in good condition at all times.
